Group Policy Preferences (GPP) can store passwords in cpassword attributes in policy XML files under a domain controller's SYSVOL share. A user who can read those files can retrieve the encrypted values and decrypt them with Microsoft's publicly known AES key. This applies to legacy GPP password items; MS14-025 prevents new GPP password settings but does not remove existing Group Policy Objects or files.
