An existing member of the local Administrators group running with a filtered UAC token can set a per-user ms-settings command handler and launch the auto-elevated %SystemRoot%\System32\fodhelper.exe; where the target build and UAC policy permit this method, Fodhelper can start the chosen executable at high integrity without the expected consent prompt. UACME documents this method from Windows 10 TH1 (build 10240), but that does not guarantee behavior on every later build or configuration. It does not grant administrator membership to a standard user or produce SYSTEM.
