Send a controlled HTTP/S request from a PowerShell process through a configured system or explicit proxy to a listener. PowerShell 7.0 and later Invoke-WebRequest uses HttpClient.DefaultProxy; on Windows, proxy settings come from HTTP_PROXY, HTTPS_PROXY, ALL_PROXY, and NO_PROXY when defined, or otherwise from the user's proxy settings. This can implement web-protocol C2 traffic (T1071.001) in an authorized exercise, but proxy use alone does not establish covert communication or remote command execution.
