ESC11 occurs when an Active Directory Certificate Services CA's MS-ICPR RPC enrollment interface does not require packet privacy. If an authorized test can relay an NTLM authentication to that interface, and the relayed principal may enroll in a suitable certificate template, the CA may issue an authentication certificate for that principal. The CA's IF_ENFORCEENCRYPTICERTREQUEST flag enables RPC packet privacy and prevents this relay; Microsoft documents the flag as enabled by default. Certificate issuance does not itself produce an NTLM hash or guarantee later Kerberos authentication: acceptance depends on the certificate's identity, EKU, strong SID mapping, and current KDC policy.
