InstallUtil.exe is a .NET Framework utility that invokes installation or uninstallation callbacks in assemblies containing installer components. A crafted .NET Framework assembly can abuse those callbacks to proxy code execution through the trusted InstallUtil process and bypass some application-control allowlists.
