Impacket's addcomputer.py creates an Active Directory computer account through SAMR or LDAPS. Creation requires effective rights on the domain; ordinary users may be allowed to create computer objects according to ms-DS-MachineAccountQuota, while other users need delegated create rights. The script creates the computer object; it does not itself establish RBCD or certificate-enrollment access.
