handle64.exe

Windows Sysinternals command-line utility that displays open-handle information for processes, including which process has a file open and the object types and names held by a process. By default it lists handles that refer to open files; -a includes other handle types, and -p filters by process-name prefix or PID. Requires administrative privileges.
