Impacket's services.py is a Python DCE/RPC client for managing Windows services through the Service Control Manager Remote Protocol (MS-SCMR). It can list, query, start, stop, create, change, and delete services on a remote Windows host over SMB's svcctl named pipe. It is a service-control utility, not an Active Directory service-account enumerator or Kerberoasting tool.
